Command line tool for adding rules to the configuration

To add a rule to the global configuration run the following command:

staffcop acl RULE_NAME PATH

Example of use:

staffcop acl PROXY_SSL_APP_EXCLUDE kontur.ru

Keep in mind that values with spaces must be added to the global configuration rules within quotation marks!
